ACT & Southern NSW Rugby Union (ACT&SNSWRU) is preparing to launch the next chapter in its long-term infrastructure journey. To start this process, ACT&SNSWRU is inviting community clubs across the region to submit their infrastructure priorities to help identify and plan key projects.
Community rugby clubs across the ACT and Southern NSW have benefited from significant infrastructure investment through successful grant programs, helping deliver upgrades to playing fields, lighting, change rooms, and club facilities. The ACT & NSW Government’s continued support remains vital, with projects such as Phillip Enclosed Oval and Jamison Enclosed set to further strengthen the region’s rugby infrastructure.
Building on this momentum, ACT&SNSWRU — in partnership with Rugby Australia — is developing a refreshed infrastructure strategy to continue improving community rugby facilities across the region. The new roadmap will align with the ACT Government and NSW Office of Sport strategies, ensuring rugby remains a key contributor to the future of community sport infrastructure.
“As we prepare for the opportunities that global events such as the 2027 Men’s Rugby World Cup and 2029 Women’s Rugby World Cup will bring, it’s vital we continue to support grassroots clubs with the facilities they need to welcome new participants and create great experiences for existing members.” said CEO Craig Leseberg.
“We are committed to working collaboratively with all key stakeholders to ensure we have sufficient places and spaces for our rugby clubs and the community more broadly that are fit for purpose, inclusive and accessible for everyone.”
While the updated strategy will evolve to meet emerging needs, the four foundational pillars remain unchanged:
- Improve Existing Venue Capacity – Maximise the use and activation of current playing fields and facilities.
- Inclusive Rugby Facilities – Ensure venues cater for the game’s diverse range of participants and formats.
- Planning for Growth and Demand – Support innovative, fit-for-purpose infrastructure solutions for future participation.
- Partnerships and Investment – Strengthen collaboration with government and industry to drive sustainable investment.
A key feature of the updated strategy will be identifying and prioritising shovel-ready projects that align with rugby’s broader objectives.
To be considered for inclusion, clubs must:
- Hold an active ABN and be registered as an incorporated association
- Have a current Constitution
- Meet financial reporting obligations with the ATO and relevant state authority
- Register their Executive Committee on Rugby Xplorer
- Maintain a current Working with Children Check register in line with legislation
- Be registered on the Australian Sports Commission’s Game Plan portal and have completed the infrastructure module (serving as an updated audit and planning tool).
“This next phase is about putting the right projects in the right places and ensuring our clubs are ready to seize these opportunities,” said Head of Competition and Rugby Services Mathew Vowles.
“It’s a call to action for clubs to identify their needs, plan proactively, and lean on the support available.”
